Yes your reading it right. What if Terra is already free of Xehanort?
Thanks to the chart from the latest kingdom hearts ultimania, here's the link Memorial Ultimania chart translation, we know there's no doubt that Master Xehanort is now back and revived at the end of DDD.
But where does this leave Terra in this mess of separation, combination and revival? Since MX is back to himself then one would naturally think that Terra would revive with all the apprentices in the lab after recompleting (since Xehanort was possessing Terra when he separated into Ansem/Xemnas there) but as witnessed in the latest secret vid from 2.5 that's not the case:
Braig makes note that Xemnas isn't there but Xemnas was a nobody made through Terra's body. Meaning if Xemnas isn't there then Terra isn't there.
At first glance one would think "if he's gone then it's likely has to do with Xehanort" but perhaps it doesn't. Master Xehanort was revived as himself so perhaps the reason "Xemnas" is missing isn't because of Xehanort but because Terra was the one who revived there.
If MX's main heart went off to rejoin it's body then the being that revived in the lab likely wasn't Apprentice/Terra-Xehanort at all because it's MX main heart with Terra's body that makes Apprentice/Terra-Nort.
What if rather than one of Xehanorts plagiarized voldemort spawn vessel reviving in Xemnas place that Terra himself did, regained consciousness and left?
To me, it'd make sense for Terra to wake up there and wander off to perhaps look for Ven or Aqua or perhaps check on Land of Departure (now Castle Oblivion). Trying to gain a grasp of whats going on or even trying to track down Xehanort.
It's at this point that two obstacles appear in the ways of this theory. The first is Braig. He too was revived yet still has his yellow Xehanort eyes, a sign of his possession.
Well in light of this it occurred to me. Xehanort's Heartless, aka Ansem Seeker of Darkness, wasn't destroyed by conventional keyblade means. Instead he was blasted by the explosion of Ansem the Wises encoder.
This is important to note because the encoders explosion completely freed Riku of Ansem. There was nothing left behind of him, all of Xehanorts presence within Riku was erased.
If the encoder can purge Riku of Xehanort then it doing the same for Terra who was somewhere in that Riku/Ansem/Xemnas equation isn't out of the question.
Heck for all we know that explosion freed, purified and separated all three hearts of Ansem.
The second obstacle is Master Xehanort's own words to Mickey upon revival:
He's referring to Terra in this context since Mickey was counting the BBS trio on his "list" but that's were it get odd to me.
Nomura keeps avoiding the Terra topic, likely for of his overly convoluted "surprises" but I just doesn't seem that big a shock and honestly a bit silly to not tell us when it'd be so obvious that Terras there. (bluntly, yes I'm calling his tight lipped stance on Terra stupid)
But maybe, and yes I know this is a stretch, Master Xehanort only thinks he's controlling Terra? Or just arrogantly assumes so?
No matter how you look at it, it's odd to claim he's still got Terra but for Nomura not to show him in that room with the rest. Makes no sense to keep a fact a secret.
Or, and this is an even bigger stretch I know, MX was referring to past Terranort? If you notice, when Aqua first finds him in BBS he's disoriented and unsure of who he is. Then in DDD we have YX pointing out that his particular form of time travel wipes his memory after he returns home.
Perhaps what we were seeing was Terranort returning from the present (made possible by YX picking him up on his trip through time) and his memories fading away when Aqua finds him.
Thoughts?

Braig: This was a pain to set up, but it looks like it went according to plan.
Braig: If our boss Xemnas isn't here, that means it's already started, hasn't it?
YMX: Yeah.
Braig: Man, Grandpa Xehanort sure is scary.
Braig: How many steps ahead can he see?
Braig: Plus, I don't actually really understand what his true goal is.
Braig: Do *you* even understand your own self?
YMX: The target I ought to head towards, my destiny, is decided.
Braig: In other words, you still don't really understand, do you?
YMX: Most Keyblade Masters inherit a Keyblade that has been passed down.
YMX: This long history has seen the number of apprentices grow.
YMX: The number of passed down Keyblades has also grown, but,
YMX: among them, there is one blade older than all others...
YMX: The very Keyblade that Master Xehanort wields.
YMX: It's a will that is passed on.
YMX: I don't have it in my own hands yet.
Braig: I *see*.
Braig: So that, too, is connected to the Keyblade War, then.
Braig: Oh well. Guess I'll head towards my own goals.
Braig: Then, who will I take with me?
